Crave, <br />rave 4th Place <br />FROM: Staff Planner REFERENCES: DIS:KAREN <br />It is recommended that the information herein presented be <br />given formal consideration by the Board of County Commissioners <br />at their regular meeting of January 18, 1984. <br />DESCRIPTION AND CONDITIONS: <br />Indian River County has entered into an agreement with the <br />Florida East Coast Railway Company regarding the closing of the <br />4th Place crossing and the construction of a new crossing at <br />4th Street. The closing of the 4th Place crossing necessitates <br />a public hearing and the adoption of a resolution similar to <br />that required for the abandonment of County right-of-way. All <br />reviewing agencies contacted approved of the closing. <br />A Stipulation of Parties was filed by the Department of <br />Transportation, the F.E.C. Railway Company, and Indian River <br />County. As per said document, the Railway shall remove.the 4th <br />Place crossing structure, at the County's expense, and relocate <br />the device at 4th Street at its own expense. Prior to the <br />removal of the 4th Place structure, the County will be required <br />to install and maintain barricades at 4th Place. Construction <br />of the new crossing will then commence. <br />RECOMMENDATION: <br />Staff recommends that the County close the F.E.C. Railway <br />Company crossing at 4th Place and execute the attached Resolu- <br />tion. <br />Public Works Director Davis noted that it was <br />previously discussed and agreed that sometime in the future <br />4th Place would be abandoned and moved 150' south to the 4th <br />Street Location, and we now are at the point of implementing <br />that project. <br />Discussion ensued as to whether there will be any jog <br />in 4th Street, and Public Works Director Davis reported that <br />the design has been revised and it will line up the utility <br />pole will be moved and they have written property owners <br />76 <br />,JAN 18 1994 KA <br />I <br />
