r <br />JAN 18 1994 <br />requesting some right-of-way, but the intersections can be <br />lined up even without it: <br />Chairman Scurlock asked if anyone present wished to be <br />heard. <br />Samuel Adams of East Coast Tile & Terrazzo, located on <br />the corner of 4th Place and Old Dixie, came before the Board <br />and noted that he had heard someone say that it was properly <br />advertised. <br />Attorney Brandenburg stated that there was an adver- <br />tisement put in the local section of the local newspaper. <br />There is no requirement for any personal notice. <br />Mr. Adams stressed that the main reason he bought his <br />property was because it had direct access to U.S.l, and at <br />the time the realtor had assured him that 4th Place would <br />not be closed off. He further noted that his property is <br />now assessed as having access to U.S.1 and Old Dixie, but he <br />was told the closing would have no effect on the assessed <br />value of his property, which he did not understand. <br />Chairman Scurlock explained the County Commission does <br />not assess property; the opinion he gave was merely what he <br />thought would happen. He doubted this change would affect <br />the property to any degree. <br />Mr. Adams did not see why there is a public hearing at <br />all since everything is already going to be done. He wished <br />to know if there is going to be a light at 4th Street and <br />Old Dixie. <br />Public Works Director Davis informed him that once 4th <br />Street is established, there are plans to do an intersection <br />study to see if it warrants a signal. If the traffic counts <br />warrant it, it will be recommended to the Transportation <br />Planning Committee and considered at that time. <br />Mr. Adams argued that closing 4th Place will throw all <br />the traffic onto 4th Street. <br />77 <br />� s � <br />
