MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Wodtke, that the <br />Board establish County policy.re formal <br />procedure in renewal applications for a <br />concealed weapons permit to require only a <br />local check; with the understanding that this <br />does not rule out the possibility that a nation- <br />wide check might be required in some instances; <br />and that the fee be changed accordingly. <br />In discussion, Chairman Scurlock was assured that the <br />original application would go through the entire process of <br />being sent to the FBI and FDLE and subsequent renewals would <br />not require new fingerprint cards. <br />Attorney Brandenburg explained that at renewal time a <br />check is made to find out if the applicant has been arrested <br />during the two year period since his last permit was issued. <br />Major Roy Raymond of the Sheriff's Department believed <br />that in the most serious cases, a NCIC (National Crime <br />Information Center) would pick up the same arrest <br />information as the FBI check, but he cautioned that some <br />municipalities were not consistent in entering arrest <br />information into the computer. <br />Administrator Wright just wanted to point out that in <br />one instance, a renewal applicant was denied a permit <br />because he had been arrested during the two year period <br />since his last permit was issued, and the Administrator <br />believed that arrest information was picked up through the <br />FBI check. <br />William Stegkemper, one of the individuals who brought <br />this matter to the attention of the County Attorney, <br />expressed his strong objection to renewal applicants being <br />required to be fingerprinted every two years.
