JAN 25 1984 BOOK no( 911 <br />fingerprints are law-abiding people and they are the ones <br />being impacted, not the criminals. <br />Mr. Stegkemper urged the Commission to research the <br />legality of requiring applicants to be certified in the <br />firearms safety course as he believed the County might be in <br />a position of great liability if an individual commits a <br />crime after being certified in the course and obtaining a <br />permit. The incident <br />cost one Court Bailiff his life and sparked the growing concern <br />shared by the Judges and Court Personnel in this County about <br />courtroom security. <br />The meeting was attended by all of our Judges as well as my <br />representative_, and at the conclusion of the meeting, certain <br />recommendations Were made. <br />As Sheriff of this County, I concur with these recommendations and <br />have devised the following plan of action to ensure the continued <br />safety of Court Personnel and the citizens of Indian River <br />County. <br />21 <br />
