Commissioner Lyons noted that the above memo refers to <br />purchase of the entire issue, and Attorney Brandenburg <br />confirmed that was consistent with his statement. <br />Community Services Director Thomas noted that-HETRA has <br />indicated that they were working with a number of institutions <br />and suggested that "institution" in the underscored line.in <br />the above memo be changed to "institution(s). <br />OMB Director Barton wished to be assured that HETRA has <br />a commitment from a group or an individual to purchase the <br />entire issue. <br />Director Thomas believed that the County would need <br />more protection in accepting a commitment from an individual <br />than from a recognized financial institution, and Administrator <br />Wright agreed there would have to be some type of guarantee <br />in that case. <br />Commissioner Bird asked if we had any written commitment <br />from HETRA-re their timetable as to the utilization of this <br />bond issue. <br />Robert Byer, Vice President of HETRA Computer & <br />Communication Industries, Inc., felt that was a very difficult <br />question to answer, but reported that they have done a <br />number of things over the last several weeks, including the <br />commission of a Vero Beach firm to design the road into the <br />facility, and they have dealt with several banks in regard <br />to the purchase of the bonds. At this point, he anticipated <br />a commitment from at least one of them in the next week or <br />two, at which point they will get the architects working on <br />the design of the building and proceed immediately with the <br />construction. It is the company's hope that they could <br />occupy the building by late summer 1984. Whether they can <br />obtain that objective is, to.some extent, beyond their <br />control. One of the things that might hamper this timeframe <br />is obtaining telephone service, which is critical to their <br />operations. <br />The service needs to be brought up the road, <br />33 <br />FEB1 1984 `PA�c� a0 <br />` . <br />
