C. The site -.should be cleaned up and placed <br />in a good state of repair, including the following: <br />i. Removal of weeds, growth and so forth; <br />ii. Removal of the small wooden buildings <br />on the premises; <br />iii. Removal of miscellaneous trash and <br />unusable materials as designated by the association; <br />iv. Tear down the walls of the sludge <br />pond, break up any flooring, so the water can freely <br />drain through, and then fill in the pond with dirt; <br />and <br />V. Repair and reset the fence around -- <br />the facility as needed. <br />These items should be acceptable, since there was <br />some indication the County would -dismantle -the entire <br />water plant and either transport it to another site or <br />store it. We are not.requesting this be done, which would <br />be a considerable savings to the County. <br />3. A settlement would contemplate the adoption by <br />the County of a new water/sewer rate structure in essen- <br />tially the same form as presented by Arthur Young in itsNovember, 1983, draft, wherein it is recommended an ERU <br />method be utilized and certain recommended rates are set <br />forth. Assuming the rate resolution to be considered <br />by.the County would contain the basic fo rmat'of the Arthur <br />Young report, there would be no objection from the asso- <br />ciation to the new rate'structure. We would request the <br />,resolution be drawn at your earliest convenience,,if it <br />has.ot already been dome., and a copy submitted tome <br />for poYusal by the association. <br />4.
