Mr. Davis explained that the County does have the <br />prerogative to join in with the DOT on these projects, and <br />this assessment was a voluntary action recommended by the <br />Transportation Planning Committee along with the Town of <br />Indian River Shores and the City of Vero Beach. Mr. Davis <br />pointed out that the DOT is spending a great deal on this <br />project; it did not include this turning lane, however, and <br />the Town and the City both felt it was an ideal time to <br />accomplish this improvement. He hoped that this will not <br />set a precedent for SR 60, but believed as the County <br />continues to grow, we may want to participate in State Road <br />projects to assure the maximum benefit from those projects. <br />He noted that the DOT already has seen a dramatic increase <br />in --local governments participating with them to provide a <br />larger scope of work and better projects, and-, in - fact, <br />later today we will be addressing funding part of the State <br />Road project at the intersection of 17th Street and U.S.l. <br />Discussion ensued as to the fact that we hope at some <br />time in the future to have an impact fee ordinance in place <br />to deal with such situations, and it was pointed out that <br />for _quite some time it has been our policy at the time of <br />site plan approval to require developments to pay for <br />improvements such as holding lanes, turning lanes, traffic <br />lights, etc., <br />Chairman Scurlock emphasized that the <br />Transportation Planning Committee saw a real advantage in <br />making this improvement while the DOT is here as it would be <br />a great cost saving, and Mr. Davis explained that we are <br />being asked to fund only the widening of the base and the <br />asphalt that goes on the widening.
