a cost of $7 -million. However, if the City of Vero Beach <br />should undertake the subaqueous crossing, it would enhance <br />their entire system on the beach. <br />Chairman Scurlock pointed out that in order for the <br />annexation issue to be placed on the ballot, it would have <br />to be requested by 30% of the registered voters and <br />residents. The other route would require 510 of the <br />landowners, by acreage, to ask that the annexation issue be <br />placed on the ballot. <br />Attorney Brandenburg explained that in order for the <br />referendum to pass, it must have a simple majority for <br />residents only in both the City of Vero Beach and the South <br />Beach annexation area. <br />Attorney Brandenburg wanted to make sure that the <br />matter of whose responsibility it is to service the area <br />is clear. The contract provides that when we turn over the <br />255 taps to the City, they will become the service responsi- <br />bility of the City. The City will continue to service any <br />other vested customers that they have down in that area, but <br />they do not have any obligation to provide service to other <br />vacant properties. The owners of those vacant properties <br />would have to come into the City just like any other City <br />customer and negotiate whatever fees are applicable before <br />they could obtain service. He pointed out that it was not <br />made clear in the agreement whether or not the entire South <br />Beach area automatically, by virtue of the County turning <br />over the 255 taps, becomes the City service area. His <br />interpretation is that it does not. Therefore, for them to <br />extend service beyond those 255 taps, they would probably <br />have to continue to send over Resolutions like they do on <br />the subdivisions saying that the County relinquishes its <br />service area to the subdivision, etc. The County Attorney <br />advised that if the Board does not want that to be the case, <br />we can work something out with the City whereby the County <br />31+ <br />FEB15 1984 BOOK ' y PAGE$ <br />4 <br />
