FEB 2 2 1994 <br />It is requested <br />consideration by <br />regular meeting <br />6"K 5 <br />that the data herein presented be given formal <br />the Board of County Commissioners at their <br />of February 22, 1984. <br />DESCRIPTION & CONDITIONS <br />The applicant, A._ Roy Hogan, part owner and agent for the <br />remaining owners, is requesting to rezone approximately 19.5 <br />acres located on the south side of Oslo Road and one-half mile <br />west of 74th Avenue from C-1, Commercial District, to M-1, <br />Restricted Industrial District. <br />The applicant intends to develop this property into industrial <br />uses including a truss plant. <br />On January 12, 1984, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this rezoning request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the existing land use pattern <br />will be presented as well as a discussion of the future land <br />use as established in the land use element of the Comprehensive <br />Plan. <br />Existing Land Use Pattern <br />The subject property is currently undeveloped. North of the <br />subject property, across Oslo Road, are citrus groves. East of <br />these groves, across 74th Avenue, is Williams Feed and Grain. <br />East of the subject property is vacant land, Hercules, Inc., <br />and Ocean Spray which are in an M-1 zoning district. South of <br />the subject property is cultivated land, a citrus grove, and <br />the County Land Fill. Further south is the Indian River <br />Correctional Institution. West of the subject property is <br />cultivated land, vacant land, and I-95. <br />Future Land Use Pattern <br />The area around and including the subject property is generally <br />designated as Agricultural in the land use element of the <br />Comprehensive Plan. However, the Plan also designates a 230 <br />acre commercial/industrial node southwest of the intersection <br />of Oslo Road and 74th Avenue. Currently, there are 160 acres <br />of land zoned M-1 at the southwest corner of the intersection <br />and appro:{imately 50 acres of land zoned C-1 (including the <br />subject property) between the M-1 zoned land and I-95 on the <br />south side of Oslo Road. Additional land north of Oslo Road is <br />also zoned C-1. The subject property is contiguous to the land <br />zoned M-1 and could be included in the node based on the <br />description of the node in the text of the land use element of <br />the plan and the subject property's proximity to the -existing <br />industrial uses in the node. <br />Roads/Traffic <br />The subject property has direct access to Oslo Road (classified <br />as an arterial street on the Thoroughfare Plan). Industrial <br />development of the property would attract 698 average daily <br />trips (ADT). However, if the subject property were developed <br />commercially, it could attract 10,570 ADT. Oslo Road currently <br />carries 2,500 ADT in this area which is far below its capacity <br />of 10,000 ADT. <br />20 <br />
