FEB 2 2 1984 <br />To: <br />The Honorable Members <br />of the Board of County <br />Commissioners <br />QE't/OK'. 56 PAC'E224 <br />DATE: FILE: <br />January 13, 1984 <br />DIVISION HEAD CONCURRENC <br />I�UBJECT: <br />>A�war <br />Robert Mme.Keeatin , AIBP <br />Planning & Development Director <br />MARGARET RYALL &CAROL <br />CRITTENDEN REQUEST TO <br />REZONE APPROXIMATELY <br />3.5 ACRES FROM C-1 & <br />R-2 TO R -2B <br />FROM: Richard Shearer, AICD REFERENCES: Strnad Rezoning <br />Chief, Long -Range Planning RICH <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 22, 1984. <br />DESCRIPTION & CONDITIONS <br />The applicant, Jerald Strnad, an agent for Margaret Ryall and <br />Carol Crittenden, requests to rezone approximately 3.5 acres <br />located between Old Dixie Highway and the Indian River and <br />1,000 feet north of the City of Sebastian from C-1, Commercial <br />District, and R-2, Multiple -Family District (up to 15 <br />units/acre), to R -2B, Multiple -Family District (up to 8.1 <br />units/acre). <br />The applicant proposes to develop this property and some <br />adjoining land as condominiums. <br />On January 12, 1984,the Planning and Zoning Commission voted <br />5 -to -0 -to recommend approval of*this.rezoning request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the existing land use pattern <br />will be presented as well as a'discussion of the future land <br />use as established in the land use element of the Comprehensive <br />Plan. <br />Existing Land Use Pattern <br />The subject property is currently undeveloped except for one <br />single-family residence in the northeast corner of the <br />property. The area around the subject.property contains a <br />mixture of land uses with mobile homes as the predominant use, <br />but also including.retail fish markets, motels, duplexes, and <br />single-family residences. East of the subject property, across <br />Indian River Drive, is the Indian River. South of the subject <br />property is a duplex, vacant land, three single-family homes, <br />and E1 Capitan mobile home park. The three single-family homes <br />are in a C-1 zoning district and are nonconforming uses. <br />Further south is the City of Sebastian which also has a mixture <br />of land uses in this area including fish markets, restaurants, <br />marinas, a community center, and Oyster Bay Resort. West of <br />the subject property are mobile homes on individual lots. <br />Further west is vacant land along U.S. Highway 1. The property <br />immediately north of the subject property is zoned R -2B and <br />contains a duplex, a single-family residence, and vacant land. <br />Further north are single-family residences, mobile homes, and a <br />fish market. <br />24 <br />
