Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and all <br />of the land around it as MD -1, Medium -Density Residential 1 (up <br />to 8 units/acre). None of the existing zoning in this area is - <br />in conformance with the MD -1 land use designation except for <br />the R -2B zoning north of the subject property. Based on the <br />existing land use pattern in this area, the best use of the <br />subject property seems to be for multi -family housing. A <br />rezoning to R -2B would be in conformance with the land use plan <br />and consistent with the zoning of the land north of the subject <br />property. <br />Roads/Traffic <br />The subject property has direct access to Old Dixie Highway and <br />Indian River Drive (both classified as local streets on the <br />Thoroughfare Plan). The development of this property as <br />multi -family housing will generate 157 average daily trips <br />(ADT). No traffic counts are available for these streets <br />because the existing traffic volumes are so low. Capacity on <br />each street is 10,000 ADT. Estimated volumes are under 2,000 <br />ADT each. <br />Environment <br />The subject property is not designated as environmentally . <br />sensitive. However, about one-half of the subject property'is <br />in a flood prone -area. According to FIRM map 120119-0013C, the <br />flood elevations on the subject property are: <br />(1) Zone V12 (el 11) approximately 50' from the Indian River; <br />(2) Zone A9 (el 9) approximately 250' from the west edge of <br />Zone V12; <br />(3) Zone A9 (el 8) approximately 100' from the west edge of <br />Zone A9 (el 9) . <br />The flood elevations indicate the height at which flooding <br />could occur. New buildings must be constructed to,a height <br />equal to the flood elevation plus one foot above the existing <br />ground level. The total area subject to inundation by the 100. <br />year flood constitutes approximately 400 feet, or about <br />_one-half of the parcel. Prior to any construction, a type B <br />Stormwater management and flood protection permit will have to <br />be obtained. <br />Utilities <br />Neither County water nor County wastewater facilities are <br />available in this part of the County. <br />RECOMMENDATION <br />Based on the above analysis, including the wide variety of <br />surrounding land uses, the fact that this request is for a <br />down -zoning consistent with the land use plan, and the Planning <br />and Zoning Commission's recommendation, staff recommends <br />approval. <br />25 <br />F <br />L- EB, 2-121.1984 <br />BOOK 56 PAGE <br />
