He noted that his house is on one acre of ground. <br />The area behind his property is low, and he believed any <br />development will create water problems on his property, as <br />well as creating pollution, traffic, and impacting the <br />aquifer, etc. Mr. Willey further noted that many tax paying <br />voters earn their living from shell fishing, and the con- <br />templated change could affect the river. He urged the <br />Commissioners to inspect this area personally before making <br />a decision, stressing that it is a unique area with a <br />distinct personality. Mr. Willey submitted the petition <br />mentioned earlier, and same is on file in the Office of the <br />Clerk. <br />Commissioner Wodtke asked about the area described by <br />Mr. Willey, and Mr. Willey explained that the boundaries he <br />described were those of the area where the people live who <br />signed the petition. He emphasized that the buildings in <br />this area are 95% residential; there are one or two <br />duplexes, a crabhouse and Judah's fish market, plus the <br />mobile homes. <br />Commissioner Lyons believed that the piece of property <br />between the City of Sebastian and -the property under <br />consideration is right now zoned commercial; in fact, the <br />east portion of this piece of property was commercial. <br />Planner Shearer confirmed that about 3/4 of the.subject <br />property is presently zoned C-1 Commercial. <br />Commissioner Lyons noted that the balance of this <br />property is presently R-2, and as he sees the situation, the <br />river is better protected by the proposed zoning than by the <br />existing zoning.
