KealingV AICP. <br />Planning & Development Director <br />COUNTY -INITIATED <br />REQUEST TO REZONE <br />APPROXIMATELY 1.2 ACRES <br />FROM C-lA, RESTRICTED <br />COMMERCIAL DISTRICT, TO <br />C-1, COMMERCIAL. <br />DISTRICT <br />FROM: Richard Shearer, AICP REFERENCES: 1.2 Acres Rezoning <br />Principal Planner WORK02 <br />Ib is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 22, 1984. <br />DESCRIPTION & CONDITIONS <br />The applicant, Indian River County, is requesting to rezone <br />two parcels,`comprising approximately 1.2 acres located on the <br />east side of U.S..Highway 1 and .north of Oslo Road from C -1A, <br />Restricted Commercial District, to C-1, Commercial District. <br />This rezoning was initiated by the staff in response to a <br />recommendation by the Planning and Zoning Commission during <br />a recent rezoning hearing on land contiguous to these <br />properties (the Nu -West Florida request to rezone from C-lA to <br />C-1). The purpose of this rezoning is to redesignate two <br />parcels to a more appropriate zoning district. As a result of <br />the Nu -West rezoning, the two parcels in question became <br />isolated pockets of land zoned C-lA within a larger area <br />designated as C-1. The proposed rezoning would promote <br />consistency and computability by designating the parcels under <br />consideration as C-1. <br />On January 12, 1984, the.Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this rezoning request. <br />ALTERNATIVES& ANALYSIS. <br />In this section, an analysis of <br />will be presented as well as a <br />use'as established in the Land <br />Plan. <br />Existing Land Use Pattern <br />the existing land use pattern <br />discussion of the future land <br />Use Element of the Comprehensive <br />The northern parcel of the two subject properties is occupied <br />by the Driftwood Fruit Company fruit stand. The southern <br />parcel is occupied by the Florigold-Sealed Sweet sales office. <br />Between the two parcels, and immediately to the north, east, <br />and south is vacant land. The vacant land to the north and <br />east is zoned C-1. The land between the subject properties and <br />immediately to the south was rezoned from C -1A to C-1 on <br />January 18, 1984. <br />Further north is a single-family subdivision and condominiums <br />developed by Vista properties. West of the subject properties, <br />across U.S. Highway #1, is the Oslo Citrus Growers Association <br />packing house. South of the packing house is vacant land to <br />Oslo Road. South of Oslo Road is the PVC Furniture Center and <br />a flea market on the west side of U.S.1; Mecca Convalescent <br />Home, a surplus outlet store, and a mobile home park are <br />located south of Oslo Road on the east side of U.S. 1.
