FEB <br />2 2 <br />1984 <br />B� <br />B. <br />142nd Street between 81st Ave. and 110th St. <br />The Chairman asked if anyone present wished to be <br />heard. <br />Fredonia Kelso spoke in opposition to the proposed <br />paving and noted that until this morning, there were not <br />enough signatures to make the petition valid. She believed <br />that if the street is paved, it will become a raceway.and it <br />will detract from the rural atmosphere of their unique <br />community. Mrs. Kelso further felt the fees are not <br />equitable, and they should be assessed on a per lot basis <br />rather than by front footage. <br />Commissioner Bird inquired about the percentage of our <br />petition paving funds that have not been expended so far, <br />and Public Works Director Davis believed we are in a very <br />good posture at this time and have close to $200,000. <br />Dr. John Adkins, 14195 81st Avenue, noted that he moved <br />to this area 4 years ago at which time the streets were <br />merely sand streets. Since that time, the county has paved <br />these with marl, which has tended to drain the water to <br />either side of the road at the corner, and this has created <br />a ditch on each side of -the road, one of which has become <br />quite deep and poses a hazard. He noted that if the situa- <br />tion continues as it is, the.County will have to go to some <br />expense to remedy it. Dr. Adkins believed paving this area <br />would take care of the drainage problem, and benefit the <br />County as well as the property owners. <br />Commissioner Wodtke felt there must be quite of a bit <br />of drainage work in this project because the price' -is <br />higher, and Public Works Director explained that the <br />elevation does drop in this area which is known as the <br />Ercildoune Bowl. When we put material on the road, it <br />washes right down into the river. He felt the proposed <br />design with curb and gutter and catch basins will remedy the <br />situation. <br />44 <br />M <br />
