• <br />Robert Reed, 8050 142nd St., displayed pictures of <br />washouts that have occurred and emphasized the danger of the <br />situation. He also had a picture of the sand that collects <br />in his driveway as much as 8" deep after a heavy rain and <br />stated that after his last complaint, the County crew came <br />out to shovel out his driveway. Mr. Reed wished to refute <br />Mrs. Kelso's remark about the paving not being a good thing <br />for the area. He emphasized that the people in this area <br />work hard to take care of their property. Mr. Reed then <br />distributed pictures of the home the Kelsos have built, <br />noting that although they moved in in June of 1983, it still <br />is not finished; the forms are still on the poured beams <br />over the garage and building materials are lying all around, <br />which certainly does not beautify the area. Mr. Reed <br />believed the paving would be an advantage to everyone in the <br />ti <br />area and particularly to Mrs. Kelso because her lot is <br />washed down the -road every time it rains. <br />ON MOTION by Commissioner Bird, SECONDED <br />by Commissioner Wodtke, the Board unanimously <br />closed the public.hearing. <br />Commissioner Lyons inquired about the question raised <br />e <br />by Mrs. Kelso as to the way the assessment is being made. <br />Public Works Director Davis explained that it is based <br />on the front footage of the owners on the street. Some of <br />the lots on the north side of the street are pie shaped so <br />that some have as much as 190' frontage while some have only <br />45' frontage. On the south side of the street, the lots are <br />more regular and have more equal frontage. There are six <br />lots on the south and five on the north side of the street. <br />Mr. Davis agreed that one other way to do the assessment <br />would be on a per parcel basis, which would assess all lots <br />45 <br />�e PacE <br />
