Pinto SUBJECT: MASTER PLAN FOR WATER SY=1 <br />Utility Director PIPROV01ENT <br />FROM: Ronald R. Brooks REFERENCES: <br />Environmental Engineering <br />Specialist/Utility Department <br />DESCRIPTION AND CONDITIONS: - <br />The County's water plant is now in operation and is providing much needed <br />water service to only a portion of the County Residents. Indian River <br />County has ai existing and increasing need for water service, particularly <br />in the county areas around the City of Vero Beach, between the Indian River <br />and Interstate 95. <br />The County Water System must be expanded. with foresight and organization <br />to provide safe and dependable water service while avoiding pit Calls and <br />mistakes in design that will later require costly modification. <br />The County needs an updated plan of its existing water system and an updated <br />Nhster Plan for expansion of the system to the full capacity of the Water <br />Plant. In addition, sites for additional sources of water should also be <br />investigated. - •. <br />The -distribution system should be expanded into these areas where there'is. <br />an existing or growing need for water service that can be provided cost <br />effectively. <br />ALTERNATIVES AND ANALYSES: <br />An updated master plan for provision of water service will outline existing <br />needs for water service within the County. The master plan will provide a <br />basic layout for expansion of the distribution system and include the <br />sizing -of the piping and recommended locations for storage facilities and <br />new sources of water. <br />A master plan will provide an organized approach to provision of water service <br />that will assist developers and the County in providing future water service <br />to existing and new developments throughout the County. <br />An organized master plan that identifies existing systems and future needs <br />is also generally essential in any endeavor to obtain State or Federal <br />funding. <br />REC041ENDATION: <br />Staff recommends that the County obtain the professional services of an Engineering <br />firm to develop a County Master Plan for Water Improvements as indicated in <br />the attached Public Notice. Any additional items or services that the Board <br />deems appropriate will be incorporated into the notice if so desired. <br />Staff recommends <br />outlined in the <br />by the Board <br />the Boards approval for obtaining the professional services <br />attached notice as well as any additional services deemed ap»ropriate <br />60 <br />
