Utility Director Pinto noted that we have discussed <br />this.for a long time, and he believed it is now time to move <br />ahead. There is a tremendous amount of development taking <br />place in the county, and it is important to be able to tell <br />the developer what to plan on. Mr. Pinto emphasized there - <br />have been some major changes in our system since the Master <br />Plan was drawn; we are moving out on SR 60; we are <br />considering dropping South Beach;and we do not have a plan <br />at all for the North County. We really need to have someone <br />come in and give us a good master plan. <br />Chairman Scurlock felt this is an excellent idea, but <br />did not feel it goes far enough. He believed we need to <br />consider subregional systems for wastewater. <br />Commissioner Lyons noted we really shouldn't be in the <br />wastewater business unless we are in the water business, and <br />the Administrator believed there are some proposals coming <br />before the Board on March 9th in this regard. <br />Chairman Scurlock concurred that this must all tie in. <br />He noted that it will be funded through the Utility <br />Department budget, and we have enough money. <br />Commissioner Lyons brought up the point that we have <br />never decided on whether we are going to insist that people <br />get on the system. <br />Utility Director Pinto believed that we must decide <br />whether existing dwellings will connect, and also, when the <br />developer builds, insist that he provide the lines so that <br />when a major transmission line is run, they can connect. <br />Commissioner Lyons felt strongly that we must face this <br />issue as he did not believe we can continue to use the <br />shallow aquifer on a private basis for potable water, and <br />Chairman Scurlock noted that it is important to have a plan <br />which will at least give the developer a general idea how we <br />are moving along so thay we can tell him to put the dry <br />lines in. <br />FEB 2 2 1984 <br />61 , <br />PACT <br />
