s � r <br />been put on the board of the local center, and he felt sure <br />that other members of the local board will be glad to answer <br />our questions and account for that operation. <br />Commissioner Lyons asked about our contractual rela- <br />tionship with the local board, and Attorney Brandenburg <br />explained that we don't have a contractual relationship with <br />either board. The Statutes require that we must provide <br />certain funds each year which are given to Mental Health <br />District No. 9, and they contract with the local center. <br />Because federal funds were originally used in setting up the <br />local center, it cannot be defunded without having a full <br />blown hearing. <br />Chairman Scurlock asked about the District Board being <br />denied access to the records of the local center, and <br />Attorney Brandenburg felt that what happened was that Mr. <br />Ashcraft refused the review team sent by the District on <br />various grounds and that is the issue which must be resolved <br />between them. Our interest is to be sure we get the best <br />service for our dollars and that we get our fair share for <br />those dollars. In the event Mr. Ashcraft and his group are <br />not giving us the best service or spending our funds in the <br />fairest and most efficient manner, he felt we should stay <br />informed as to what is happening in the lawsuit to be sure <br />we can contract with someone else for these services. <br />Commissioner Wodtke stressed that we need to know what <br />plan District No. 9 has for providing substitute services. <br />All he has heard is that these services will be taken over <br />by Longwood Hospital in Fort Pierce, which is a private <br />hospital. <br />Discussion followed as to how money is given to <br />District No. 9, and Director Barton stated that actually we <br />are funding a local match to get the federal dollars. <br />Commissioner Bird asked if we have a direct say on <br />where these dollars are placed by the District plan, and <br />39 <br />MAR 7 1984 BOOK -PAGE 17 <br />
