The earlier scheme had this on the <br />first floor, but the problem was that this took members of <br />the public into a restricted area. They, therefore, added a <br />corridor above the first floor corridor and access to the <br />non -contact visitation room is immediately by the control <br />room. Contact visitation still would occur down in the main <br />area. <br />Commissioner Lyons informed the Board that in the <br />committee's travels, they did not find one jail that had a <br />really satisfactory visiting area. He believed this is a <br />real innovation and that it is a real plus. <br />Commissioner Wodtke asked about access to the upstairs <br />visitation room for people in wheelchairs. <br />Mr. Rappe agreed that they must provide for those in <br />wheelchairs, but <br />actually <br />this would involve <br />a small <br />part of <br />the population. <br />There are <br />consultation rooms <br />on the <br />first <br />floor, one of which is non -contact consultation, and that <br />can be used for inmate non -contact visitation, if necessary. <br />To put in an elevator would be very costly. <br />Commissioner Lyons pointed out that this design still - <br />encompasses the original concept, which was to be able to <br />get maximum surveillance from one officer, and he believed <br />this is an improvement over the other design with the single <br />pod in that we now have an excellent exercise yard arrange- <br />ment with a miminimum amount of movement of prisoners and <br />with excellent visibility. He felt by splitting the pod <br />this way, we have added some worthwhile features. <br />e <br />Mr. Rappe confirmed that one of the earliest of their <br />philosophies, which they plan to stay with, was eyeball <br />contact between the officer and the inmates. Cameras get <br />very boring to watch, and they feel very strongly that <br />actual eyeball contact is much better. He stressed that <br />68 <br />
