they are making the most use out of the Control Room <br />officer, who monitors the inmates, the exercise area, the <br />non -contact visitation, etc. <br />Mr. Dorsey presented a model segment of the proposed <br />facility and demonstrated how the eyeball contact would work <br />with the Control Room officer having visual contact with <br />both the top and bottom floors. He explained that the <br />control room has one-way glass - the officer can see out, <br />but the inmates can't see the officer. <br />Commissioner Lyons reported that all plumbing is <br />accessible from the outside of the building which helps <br />prevent a possible breach of security. <br />Mr. Rappe then discussed how the design provides the <br />maximum amount of visibility into the cells and noted that <br />the State of Florida does not require consideration in <br />regard to the inmate's privacy. He displayed a section of a <br />bar grill to be used instead of the conventional bars, <br />pointing out that the great advantage of the grill is that, <br />while it allows visibility, the spaces are not large enough <br />for inmates to stick their arms through and grab the roving <br />guard. This also would be very difficult to cut through to <br />escape. <br />Mr. Rappe went on to describe the construction <br />materials to be used for the building, which are strictly <br />regulated by the state. He noted that the exterior wall is <br />8" masonry with steel reinforcement; it can have a different <br />finish, for instance, stucco is available which has color as <br />an integral part so that it does not need repainting - just <br />cleaning. <br />Mr. Dorsey then reviewed the projected budget, as <br />follows, noting that the County is to handle all of the site <br />work and offsite improvements to bring in the utilities: <br />M. <br />MAR 7 1994 Boa 56 FAGFn 7 J <br />J <br />
