Commissioner Lyons stated that he did agree that he would <br />like to see the additional 30 beds go in right now because <br />that would match up better with our jail population. <br />Sheriff Dobeck confirmed that basically was hismain <br />point. <br />Administrator Wright noted that from the very inception <br />of this project, we never talked about less than 50 for <br />staffing. He believed this must be faced, and noted that it <br />will amount to a cost of $15,000 to $18,000 per man. <br />Discussion followed in regard to converting some <br />dormitory beds into cell area, and Mr. Rappe stated that <br />this could be done very easily. He felt the work release <br />people could live in the dormitory, but the other dormitory <br />is the same configuration as the other cell area, and they <br />could provide 20 rather than 24 beds in a double cell <br />occupancy arrangement. .You would lose four beds this way, - <br />and the cost would go up a bit, but it would -provide 20 <br />double cell beds. <br />Chairman Scurlock believed felons can be put in double <br />cells; they just cannot be in with other categories. <br />Mr. Rappe informed the Board that the State requires <br />1/3 single cells to 2/3 multiple occupancy. The Department <br />of Corrections has seen this scheme and given it the go <br />ahead. Mr. Folsom of the D.O.C. encourages providing <br />sufficient square footage in a single cell to enable it to <br />handle at least two so that in a pinch you could put in <br />another bed. Making the single cells 90 sq. ft. vs. 63 sq. <br />ft. would result in a lot more flexibility. <br />Chairman Scurlock believed what he hears is that we are <br />looking at a cost of 5 million and adding the. -extra beds, <br />plus $600,000 for extra personnel costs. He stressed that <br />we must make the public understand what is involved. <br />Discussion continued as to the additional staff that <br />would be needed, and it was noted that 24 hour staffing is <br />73 <br />MAR 7 1984 Boos 56 Ki"35, . <br />
