I <br />MAR 7 1994 BOOK 56 PAGE 350 <br />more are felony inmates. The new facility as proposed would <br />have 70 -maximum security beds, and the present jail <br />population, therefore, would fill up all of the maximum <br />security area immediately. Sheriff Dobeck noted that <br />approximately 40% of the new facility as planned is <br />dormitory, and his department can live with that although it <br />is not the best situation for security or control. This <br />means that 56 beds are dormitory, excluding the female <br />quarters. Hypothetically, a year down the road we would <br />have 100 inmates, and it would mean 30 of the felons would <br />have to be in dormitory -type situations. The Sheriff noted <br />that would completely destroy the ability to separate and <br />classify the inmates, and if they were unable to screen out <br />homosexuals, for instance, this could lead to a liability <br />situation. Sheriff Dobeck stated that although the <br />committee and architects have worked very hard, and this is <br />a fantastic design, he felt this point must be considered. <br />The Sheriff also had some differences of opinion re <br />staffing. He believed the optimum staffing would be 60 <br />people and that is a substantial impact; the jail now has a <br />staff of 22 including three cooks. His main concern, <br />however, was the dormitory -type housing and how it will <br />affect staffing and liability. <br />Commissioner Lyons stated that he was irritated with <br />Sheriff Dobeck, who, he noted, was not present at the last <br />several Jail Committee meetings when all this was thoroughly <br />discussed. Commissioner Lyons pointed out that the <br />Sheriff's Department is under as much pressure as the County <br />Commission to have this jail, and further noted that one <br />reason the Sheriff has only 20 some people running the jail <br />is because the State is letting him get away with it because <br />there is no room to put any more anyway. Sooner or later <br />the State will demand the required manning, and if we don't <br />move out of the present jail, we will be helped out. <br />72 <br />_I <br />
