MAR 7 1984 BOX PACE <br />vehicles), but dropped to a low rate (0.55 accidents/MEV) during 1982. The <br />accident rate again increased during the first six months of 1983 at 3.41/ <br />MEV. However, after installation of an aerial flashing beacon in June, the <br />rate dropped,to 1.06 accidents/MEV for the period July 1 December 31, 1983. <br />4. Traffic Control: <br />Existing traffic control consists of two-way stop signs for the northbound and <br />southbound (43rd Avenue) approaches supplemented by an aerial flashing beacon <br />installed during June, 1983. Crosswalks with appropriate signage in conformance <br />with FDOT standards are provided across the westbound and northbound approaches. <br />Critical movement analysis during the peak hour (1500-1600) reveals that the <br />intersection operates at level -of -service "B" with short delays to side street <br />(43rd Avenue) traffic. <br />Signalization warrant analysis based on provisions in the Manual On Uniform <br />Traffic Control Devices (USDOT, 1978) do not justify signalization according <br />to the "Minimum Traffic Volume" warrant - minor street volume (43rd Avenue) <br />exceeds the threshold level but the major street volume (41st Street) is only <br />37% of the minimum. This means that the volume on South Gifford Road is in- <br />sufficient to cause significant delays to 43rd Avenue traffic. <br />The "Accident Experience" warrant cannot be adequately evaluated due to the <br />short time that the aerial flashing beacon has been operating (eight months). <br />At least one year, preferably more, is needed for -meaningful evaluation of inter- <br />section safety. Accident experience since operation of the beacon has been two <br />collisions in eight months. <br />ALTERNATIVES AND ANALYSIS <br />A. Maintain existing traffic control (2 -way stop with aerial flashing beacon). <br />B. Install a traffic signal <br />due to potential hazard <br />traffic volume). <br />RECOMMENDATION <br />(as recommended by the Transportation Planning Committee <br />involving the quantity of school buses and increasing <br />Alternative A is recommended since traffic volumes do not warrant signalization and <br />since insufficient time has elapsed with which to evaluate the effectiveness of the <br />aerial flashing beacon. Specific recomendations are: - <br />1. Evaluate the effectiveness of the beacon after its one-year anniversary in <br />June, 1984. <br />2. Proceed to obtain additional right-of-way on the north side of South Gifford <br />Road to (1) provide better sight -distance by removing citrus trees, and to <br />(2) begin implementation of widening South Gifford. Road as approved in the <br />Gifford Area Traffic Improvement Plan <br />The Transportation Planning Committee, at the request of Mr. Judd Barker (School Board <br />representative), unanimously recommends that the intersection be signalized due to the <br />number of school buses using the intersection. Signalization will cost approximately <br />$10,500 for a four-phase signal using in-house personnel to install. Contracted <br />cost is estimated at $25,000. If approved, it is recommended that the cost <br />be included in the proposed FY84-85 Traffic Engineering Department Budget. <br />84 <br />
