Keating, AICP EDA Funding <br />Planning & Development Director DIS:RMK <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting on March 14, 1984. <br />DESCRIPTIONS AND CONDITIONS: <br />Recently, the U.S. Department of Commerce notified Indian River <br />County that, because of its high unemployment rate, it was <br />eligible for designation as a redevelopment area. Such desig- <br />nation would qualify the County for participation in Economic <br />Development Agency (EDA) grant programs. To acquire __the <br />designation and the accompanying funding eligibility, the <br />County iriust take several actions, including formally declaring <br />its intent to apply for the designation and preparing an <br />Overall Economic Development Plan (OEDP). <br />ALTERNATIVES AND ANALYSIS: <br />Declaration of intent to apply for redevelopment area desig- <br />nation requires approval of a resolution by the Board of County <br />Commissioners. Then the County has several months to prepare <br />an OEDP and submit the OEDP to EDA for approval. <br />As part of the OEDP preparation process, it -is necessary to <br />establish an economic development advisory committee. This <br />committee should be comprised of representatives of all'seg- <br />ments of the community, including business, industry, finance, <br />agriculture, the professions, organized labor, utilities <br />education, public health agencies, racial minorities, and the <br />unemployed. Although the EDA indicates that such a committee <br />should have about forty members, the staff feels that, because <br />of the size of Indian River County, the committee could be much <br />smaller, numbering about twenty members. An alternative to <br />forming a completely new committee would be to use an existing <br />committee such as the Community Development Committee as the <br />core and appointing new members as necessary to form the OEDP <br />committee. <br />24 <br />MAR 14 1984 <br />Pdox 56 FACF 15 <br />
