MAR 14 1984 ac) � QAcE-415 <br />Once the committee is established, it must work with the <br />Planning Department staff to develop the OEDP document. This <br />plan must not only identify existing population and economic <br />characteristics of the area and potentials and constraints for <br />economic development; it must also establish economic develop- <br />ment policies and strategies for the County. When completed <br />and adopted, the OEDP must be submitted to EDA for approval. <br />RECOMMENDATION: <br />The staff recommends that the Board of County Commissioners (1) <br />adopt the attached resolution stating its intent to apply for <br />redevelopment area designation; (2) appoint an economic devel- <br />opment advisory committee; and (3) authorize the staff to <br />proceed with the preparation of an Overall Economic Development <br />Plan. <br />Planning & Development Director Robert Keating <br />presented staff's recommendation that the Board: 1) adopt <br />the attached resolution stating its intent to apply for <br />redevelopment area designation; (2) appoint an economic <br />development advisory committee; and (3) authorize the staff <br />to proceed with the preparation of an Overall Economic <br />Development Plan. <br />Commissioner Bird thought it sounded like free lunch <br />and he is always a little skeptical about these matters. He <br />wanted to know more details in regard to any outside <br />expenses that might be incurred in preparing the necessary <br />data and reports involved in applying for grant funds. <br />General Services Director Thomas explained that the <br />advantage to EDA grants is that the money can be used in a <br />broad area. The EDA's primary thrust is to increase <br />employment. The last time the County used EDA money was to <br />build the water tower in Gifford. <br />Administrator Wright emphasized that if we don't <br />prepare the plan, then we cannot file the application. He <br />strongly recommended that we proceed with this matter and <br />pursue every type of funding possible, especially in view of <br />the possible impact of Proposition I. <br />Director Thomas felt the potential was pretty good for <br />receiving some substantial grants throughout the year.
