hoping that whatever type of evaluation is done, it will be. <br />acceptable to the District Board and the four counties. <br />Commissioner Bird considered it an excellent idea to <br />have a committee to assist the State's review team because <br />by having someone close to the investigative effort, we can <br />see if the investigation is fair or not, and if it is <br />vindictive or not. <br />Commissioner Lyons did not really see a conflict in one <br />Commissioner sitting on the Center Board and another <br />Commissioner sitting on the special committee. In fact, he <br />thought it would help the channel of information. <br />Commissioner Wodtke stated there was not a clear <br />delineation in his mind of the responsibilities in this <br />particular issue of the District Board, the HRS and the <br />Center Board. The normal operating procedures have been <br />that the District HRS allocates matching funds back to the. <br />District, which purchases services for the four counties. <br />He felt that if there are problems with the type of services <br />being delivered to the patients, that should be the <br />District's prime concern. If there is a concern about the <br />administrative or personnel policies, it should be the <br />responsibility of the Center Board to adopt rules and <br />policies in regard to personnel, i.e., grievance procedures, <br />hiring practices, etc. <br />Commissioner Lyons was interested in getting our <br />money's worth and determining whether the service being <br />received by our constituents is consistent with their needs. <br />Commissioner Wodtke also recommended that the Chairman <br />be authorized to write a letter to the District Board <br />requesting them not to cut off the funding to the Center on <br />March 31, 1984, but to wait until such time as this <br />evaluation is done.
