Ke&tihg,&VfICP <br />Planning & Development Director <br />FROM: Richard Shearer, AICP REFERENCES: Turner Rezoning <br />Chief, Long -Range Planning RICH <br />It is requested that the data herein <br />consideration by the Board of County <br />regular meeting of March 21, 1984. <br />presented be given formal <br />Commissioners at their <br />DESCRIPTION & CONDITIONS <br />The applicants, Jimmie and Martha Turner, are requesting to <br />rezone approximately .6 acres located on the east side of Old <br />Dixie Highway and the north side of 42nd Street from R-2, <br />Multiple -Family District (up to 15 units/acre), to C=1, <br />Commercial District. <br />The applicants propose to develop this property for a'tire <br />store. <br />On February 9, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this rezoning request. The <br />Commission felt that commercial activities were the predominant <br />land uses in this area. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the existing land use pattern <br />will be presented as well as a discussion of the future land <br />use as established in the land use element of the Comprehensive <br />Plan. <br />Existing Land Use Pattern <br />The subject property is currently vacant. North of the subject <br />property there are approximately 20 residential buildings being <br />utilized for single and multi -family housing, a vacant building, <br />and the Indian River Head Start Center. Further north, between <br />43rd Street and North Gifford Road (45th Street) are fruit <br />packing houses. East of the subject property, fronting on U.S. <br />1, and located in a C-lA, Restricted Commercial District, is a <br />paving contractor's facility. South and north of the contractor's <br />facility are single-family dwellings and some vacant land. The <br />area south of the subject property, across 42nd Street, is also <br />zoned C-lA and contains a vacant building, 15 -to -20 residential <br />buildings, a church, a building containing a clothing store, a <br />religious book store, and a beautician's shop, Yates Supermarket <br />and four single-family residences. West of the subject property, <br />across Old Dixie Highway and across the F.E.C. Railroad, is <br />another residenti-al area. <br />At the public hearing before the Planning and Zoning Commission, <br />members.of the public provided additional information concerning <br />the existing land use pattern reported by the staff.
