u <br />of confiscated property, which is a growing problem all over <br />the State. <br />Chairman Scurlock felt the real concern is that this <br />isn't just a small operation any more - it involves substan- <br />tial amounts of dollars for large items such as airplanes <br />and boats. He did not see this issue getting smaller and. <br />believed this is an aggressive vehicle to attack the drug <br />traffic and organized crime, but we must be able to account <br />for these items properly. <br />Mr. Moats agreed this is becoming big business and it <br />must be controlled. <br />In further discussion, it was noted that just one boat <br />can be worth $50,000, and Commissioner Wodtke reported that <br />the law now states that items confiscated through the <br />federal system belong to the federal government, but a Bill <br />is being proposed whereby those items confiscated through <br />federal court would go to the state where they are <br />confiscated. <br />Mr. Moats assured the Board that the auditors looked <br />very hard at these areas and he hoped they made good <br />suggestions. These areas involved with Constitutional <br />Officers are very delicate and he hoped we can all work <br />together. <br />Mr. Moats then went on to discuss Page 32. He realized <br />that the County is in the process of evaluating the vehicle <br />maintenance program, and noted that setting it up an <br />internal service fund puts it into an avenue where it can be <br />evaluated. In regard to the Water and Sewer Enterprise <br />Fund, which is covered on Page 102, Mr. Moats pointed out <br />that there was a rate increase, and the operating income <br />this year is approximately $246,251 while last year there <br />was a loss of about $28,000.
