additional allocation and that it would have to go before <br />the City Council. <br />Fred Manning from Roseland asked why the County does <br />not take over all sewer, whether it is incorporated or not, <br />and quit all this bickering. Chairman Scurlock recalled <br />that there was an effort at one time to put the County into <br />the sewer business, but the problem was that all the <br />franchises would have to agree to it. He felt that we have <br />to establish our independence and not have to go hand in <br />hand and beg for allocations for sewer and water -- we <br />should be in a position where we don't have to rely on <br />someone else. <br />Frank Zorc was disturbed about the transfer of <br />allocation from 6th Avenue. He felt that whatever can be <br />spared from the 6th Avenue line should be used by the people <br />near that line. He thought that going to the EPA was an <br />excellent idea and suggested that his cousin in Washington <br />might be of great help to the County in determining our <br />rights, as he was with the EPA for years and is now in <br />private practice. The Commissioners agreed that was a good <br />idea and they would be delighted to talk with Mr. Zorc's <br />cousin. <br />The Board continued to discuss various solutions and <br />alternatives. <br />Attorney Brandenburg requested authorization to ask the <br />City certain questions on wastewater agreements. ` <br />ON MOTION by Commissioner Lyons, <br />SECONDED by Commissioner Bird, the Board <br />unanimously (4-0) authorized the County <br />Attorney to proceed in questioning the <br />Mayor of Vero Beach regarding wastewater <br />agreements. <br />65 <br />'1111984 <br />APR 4 <br />BOOK 56 PAGE 60 7 <br />
