Attorney Brandenburg made the point that you want to _ <br />have your plant available for people who need it immediately <br />and who are not hoarding it for speculating. If they want <br />to hold a reservation, they have to pay for it. <br />Attorney Brandenburg reported that his other change is <br />in Section 37 Wells and Lawn Sprinkler Systems. Under this, <br />he wished to change C. to read "All sprinkler systems shall <br />be inspected and approved by the County Building Department <br />before initial operation," and add a Paragraph D. "All wells <br />shall be inspected by the County Health Department upon <br />payment of such a fee as established by the Board of County <br />Commissioners." He further noted that we want to include <br />language specifying that wells shall be installed in <br />accordance with the Florida Safe Water Drinking Act and the <br />DER, and the DHRS, or St. John's River Water Management <br />regulations." <br />Commissioner Wodtke asked if this is all wells used for <br />sprinkler systems - what about wells in agricultural areas? <br />Director Pinto stated that the Utility Department's <br />concern is only that when the well is drilled and there is <br />an irrigation system that there is no cross connection with <br />the potable water system. <br />Chairman Scurlock asked why we can't put in the <br />ordinance that it is prohibitive to connect to the system <br />without a.backflow preventer device. <br />Director Pinto noted that this ordinance refers to a <br />Resolution that will set those type of standards. There are <br />specific state requirements for backflow prevention. We <br />just want to assure as far as utilities go there is no cross <br />connection. <br />Attorney Brandenburg recommended that we qualify his <br />proposed language as "all residential sprinkler systems will <br />be inspected.,..." and change Paragraph D to "all potable <br />water wells will be inspected......" <br />-.-.
