Keatiig,,CP LOW-DENSITY RESIDENTIAL <br />Planning & Development 1, TO COMMERCIAL <br />Director <br />FROM: Richard M. Shearer, AICP REFERENCES: Prange/Rice/Cason <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 2, 1984. <br />DESCRIPTION & CONDITIONS <br />The applicants, Edwin and Peggy Prange, William and Edith Rice, <br />and Raymond and Mona Lee Cason, are requesting to amend the <br />Comprehensive Plan by redesignating approximately 7.0 acres <br />located at the northwest corner of Oslo Road -and 27th Avenue <br />(Emerson Avenue) from LD -1, Low -Density Residential 1 (up to 3 <br />units/acre) , to Commercial. <br />The applicants propose to develop this property fora restau- <br />rant or some other commercial use allowed under the current <br />C-1, Commercial District, zoning of the property. <br />On March 22, 1984, the Planning and Zoning Commission voted. <br />3 -to -0 to recommend approval of this request. While the <br />Commission generally agreed with the Planning Department's <br />analysis, they felt that the existing commercial uses north of <br />the subject property and the fact that the subject property is <br />located at a major intersection was justification for amending <br />the plan. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />.surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on en- <br />vironmental quality. <br />Existinq Land Use Pattern <br />The subject property consists of three lots, each containing a <br />single-family house. East of the subject property, across 27th <br />Avenue, is vacant land and a Cumberland Farms convenience <br />store and a sandwich shop. South of the subject property, <br />across Oslo Road, is vacant land on the west side of 27th <br />Avenue and a mobile home park on the east side of 27th Avenue. <br />West of the subject property is vacant land and two.single- <br />family homes. North of the subject property is a retail <br />facility and other commercial establishments. <br />36 <br />
