Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />lards north, south, and west of it as LD -1, Low -Density Res- <br />idential 1 (up to 3 units/acre). The area east of the subject <br />property, across 27th Avenue, is designated as LD -2, <br />Low -Density Residential 2 (up to 6 units/acre). Approximately <br />800 feet west of the subject property is the west area of the <br />Oslo Road Mixed Use District (MXD) which extends 600 feet north <br />of Oslo Road from 32nd Avenue to 43rd Avenue (Clemann Avenue). <br />The Land Use Element of the Comprehensive Plan discourages <br />strip commercial development along major streets such as Oslo <br />Road and 27th Avenue, but encourages compact commercial devel- <br />opment in identified commercial nodes. The subject property <br />has 1,000 feet of frontage on 27th Avenue. Presently, there is <br />scattered commercial development along 27th Avenue between the <br />South Relief Canal and the County line. Redesignating the <br />subject property to Commercial would encourage further strip <br />commercial development along 27th Avenue. In addition, the <br />subject property has 300 feet of frontage on Oslo Road. Along <br />Oslo Road, between U.S.#1 and 43rd (Clemann) Avenue, there is a <br />large amount of property designated as MXD, Mixed -Use District, <br />and zoned C-1, Commercial District. Redesignating the subject <br />property Commercial would encourage further strip commercial <br />development along Oslo Road. <br />Transportation System <br />The subject property has direct access to Oslo Road (classified <br />as an Arterial Street on the Thoroughfare Plan) and to 27th <br />Avenue (classified as a Primary Collector Street). Utilizing <br />the maximum development allowed under a plan amendment and <br />current zoning, the development of the property would attract <br />approximately 5,537 average annual daily trips (AADT). With <br />77% of the trips assigned to 27th Avenue and the remainder to <br />Oslo Road, the level -of -service would diminish on 27th Avenue <br />from "B" to "C" and from "A" to "B" on Oslo Road. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it.in a flood -prone area. <br />Utilities <br />The subject property is not presently served by County water <br />nor wastewater facilities. However, County water is scheduled <br />to be available in August. <br />RECOMMENDATION <br />The Planning and Zoning Commission voted to recommend approval <br />of this request for the reasons stated in the Description and <br />Conditions section of this memorandum. The Planning Department <br />feels that these are valid reasons. However, because <br />redesignating these properties to Commercial would further <br />encourage strip commercial development along both Oslo Road and <br />27th Avenue, which is contrary to the policies of the <br />Comprehensive Plan, staff recommends that this request be <br />denied. <br />37 <br />MAY 21984 BOOK 56 PACE 833 <br />
