45 -day delay by going out for bids, and Chairman Scurlock <br />suggested that we could select one construction management <br />firm just to take us through the process of final design and <br />construction materials and then bid the remainder out. <br />Mr. Bail advised that while they have a lot of information <br />available on cost of materials, labor costs are constantly <br />changing, as is the availability of materials. Commissioner <br />Bird noted that we have several contractors here who are <br />going to end up bidding on this project and he felt they <br />would be happy to sit down with the architects to answer <br />questions re materials. Mr. Bail appreciated all the input <br />they could get. <br />Mr. Pinkerton advised that, as part of their service, <br />they would like to offer to become involved with the County <br />as an advisor during the process of selecting a construction <br />management firm. <br />Commissioner Wodtke expressed concern about the archi- <br />tectural fees being based on construction costs, and stated <br />he would rather see the architect receive a flat fee. <br />Administrator Wright felt in that case we would have to <br />change the entire contract, and suggested that they might <br />want to go with a flat fee for a construction management <br />firm. Mr. Bail stated that he would have no hesitation <br />after design development to have the contract refined and <br />have the fee set at a lump sum. <br />Attorney Brandenburg suggested that when staff solicits <br />proposals from construction management firms, the wording <br />should be flexible enough to allow consideration of several <br />alternatives. <br />53 <br />MAY 2 1984 ROOK U PAGE 84-9 <br />
