r . <br />MAY 2 1984BOOK 56` PAGE864 <br />STATUS REPORT - JOB TRAINING PARTNERSHIP ACT <br />Pat Bowen, Economical Development Coordinator and Nan <br />Griggs, Director of JTPA presented an update on the program <br />which has replaced the CETA program. Ms. Bowen explained <br />that the County entered into an agreement with three other <br />counties and named members of the council representing <br />Indian River County. She summarized the status and results <br />of the federally funded program which will be in effect for <br />the next five years. <br />INDIAN RIVER COUNTY COMMISSION <br />PRESENTATION 5/2/84 <br />I. INTRODUCTION <br />A. The Job Training Partnership Act (JTPA) <br />Job Training Partnership Act (JTPA) becomes effective Oct. 1, <br />1983. Designed to help low-income, unemployed people learn <br />skills that will lead to full-time employment and to help <br />small business obtain trained workers at minimum cost. The Act <br />is effective for five years. <br />B. The Treasure Coast Job Training Center <br />The Job Training Center is funded under the JTPA to provide <br />employment and training services in the 3 -county SDA of Indian <br />River, St.Lucie, and Martin counties. The Center is administered <br />by the Treasure Coast Private Industry Council. <br />II. "PRIVATE SECTOR INITIATIVE - THE BIG DIFFERENCE IN JTPA" <br />A. The Treasure Coast Private Industry Council <br />The Treasure Coast PIC is comprised of a group of local, public <br />and private leaders - mostly private business people. PIC members <br />from Indian River County include: <br />PIC Chairman: Gary Lindsey of Quik Snack <br />Peter Robinson - Laurel Homes <br />Chris Hubbard- WGYL <br />Mary Ellen Ballough - MGB Homes <br />Sam Hunter - IRC School Board <br />Evelyn Byron - IRC COA <br />The PIC maintains local control over our funds and our programs <br />ensuring that our activities meet the labor needs of LOCAL BUSINESS <br />AND INDUSTRY. This new program is a GOLDEN OPPORTUNITY for local <br />employers to put their expertise to work by helping to prepare workers <br />for new jobs.In the initial planning stages, the PIC chose MCSB <br />to carry out this program because the MCSB won the award for the <br />best run small program in the state. <br />B. Private Sector - Permanent Employment <br />Three out of every four job openings occur in the private sector, <br />therefore, the majority of our programs are designed to secure permanent <br />employment in the private sector. This a departure from CETA programs <br />which placed most of the trainees in temporary work situations that <br />provided skills and experience with no guarantee of employment at the <br />end of the training period. <br />
