is part of the problem and noted that we have not had any <br />contact from either Dr. Walker or the State's Attorney. <br />Commissioner Bird believed that since we have not heard <br />anything about this in several months and Attorney Stone was <br />the originator of the project, that we should look to him to <br />tell us what to do. <br />ON MOTION by Commissioner Lyons, SECONDED <br />by Commissioner Bird, the Board unanimously <br />(4-0) authorized the Chairman to contact both <br />Dr. Walker and State's Attorney Stone referring <br />to Dr. Heise's correspondence and inquiring as <br />to the status of the situation. <br />CONSIDER APPOINTMENT TO MENTAL HEALTH DISTRICT IX BOARD <br />Commissioner Lyons noted that we do not have a <br />representative on the Mental Health District IX Board at <br />this time, and Dr. Kaplan, who is a Ph.D. of Sociology and <br />has shown considerable interest in these matters. He does <br />understand the needs of the mental health situation, and he <br />is.willing to serve. <br />Motion was made by Commissioner Lyons to appoint Dr. <br />Kaplan as the Commission's representative to Mental Health <br />District IX Board. <br />Commissioner Bird agreed that Dr. Kaplan might be the <br />most qualified person we could ever find, but in light of <br />all that has happened and the fact that this is such a <br />volatile situation, he wondered if it wouldn't be like <br />putting gasoline on the fire to appoint Dr. Kaplan as he <br />felt the doctor has some preconceived ideas on this matter. <br />Commissioner Bird stated that he would like to be able to <br />come up with an appointee who could provide a fresh new look <br />at the problems and who would be independent of all <br />personality clashes. <br />W <br />Boa 57 PAGE 109 <br />
