Long -Range Planning <br />COUNTY -INITIATED <br />REQUEST TO REZONE 6 z <br />ACRES FROM C-1, COMMER- <br />CIAL DISTRICT, TO R-1, <br />SINGLE-FAMILY DISTRICT <br />Clark/P&Z <br />CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 16, 1984. <br />DESCRIPTION & CONDITIONS <br />Indian River County is initiating a request to rezone <br />approximately 6 acres located on the south side of Citrus Road <br />(4th Street) and the east side of 43rd (Clemann) Avenue from <br />C-1, Commercial District, to R-1, Single -Family District. <br />A house belonging to Eastmon and Mary Clark burned down on the <br />subject property. Because of the C-1 zoning of the property, <br />the Clarks cannot rebuild their house. <br />On April 5, 1984, the Planning and Zoning Commission voted <br />3 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the existing land use pattern <br />will be presented as well as a discussion of the future land <br />use as established in the land use element of the Comprehensive <br />Plan. <br />Existing Land Use Pattern <br />The subject property currently contains four dwelling units and <br />vacant land. East of the subject property is vacant land. <br />North of the subject property, across Citrus Road, is vacant <br />land. West of this vacant land, across 43rd Avenue, are the <br />State Forestry facilities. West of the subject property is <br />vacant land, a single-family residence, and the Temple Beth <br />Shalom site. South of the subject property is the Moose Lodge. <br />All of the land around the subject property is zoned R-1 except <br />for the Moose Lodge which is in a C-1 district. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and all <br />of the land north, south, and east of it as LD -2, Low -Density <br />Residential 2 (up to 6 units/acre). The land west of the <br />subject property, across 43rd Avenue, is designated as LD -1, <br />Low -Density Residential 1 (up to 3 units/acre). The R-1 zoning <br />district is compatible with the LD -2 land use designation and <br />appears to be the most appropriate zoning district for the <br />subject property based on the existing land uses and zoning <br />pattern for this area. <br />27 <br />MAY 1.6. 1984 <br />BOOK 57 PAGE 27 <br />
