Fighters and has come up with a draft of Articles of <br />Incorporation which has been approved by the Fire Fighters <br />Association and also formally endorsed and approved by the <br />state. Unlike most normal corporations this is set up by <br />filing a lawsuit in County Court and having a Judge formally <br />incorporate the fair. That would be the next step if the <br />Charter meets the Board's approval. He urged that the <br />Commission review the articles very carefully as this'is how <br />the fair will be governed. <br />Commissioner Bird reported that right now the County <br />crew is building fairgrounds at Kiwanis-Hobart Park to be <br />occupied by the Fire Fighters fair in 1985. It would be his <br />thought that we set up a Fair Grounds Authority advisory <br />committee to govern the year round activities at the County <br />fairground - to promote activities - to try to generate fees <br />and programs, etc. A part of the yearly activities that the <br />Fair Grounds Authority would govern would be the Fire <br />Fighters County Fair. That Authority, on behalf of the <br />County Commission, would have the responsibility of running <br />the fairgrounds complex year round, and we can either set <br />that authority up where it has autonomy and powers of its <br />own or it can be set up on an advisory basis with the Board <br />of County Commissioners having all the final decisions. <br />When the Fire Fighters wish to use that facility for <br />their annual fair, the Fair Grounds Authority would contract <br />with the Board of Directors of the Indian River County Fair <br />Charter to hold that annual event at that facility. The <br />Board of Directors under the Charter will be a five man <br />Board, with the Fire Fighters having two appointments, the <br />Board of County Commissioners two appointments, and a fifth <br />person to be appointed by mutual consent of both entities. <br />That Board would govern the activities of the County Fair, <br />and as long as that board is happy with the Fire Fighters, <br />they would continue to operate the County Fair. <br />65 <br />MAY 16 1984 BOOK <br />57 PAGE 85 <br />
