MAY 2 3 194 <br />BOOK 57 PAGE 243 <br />accommodate additional flow, that he might be able to work <br />something out with the Health Department on a temporary <br />basis. <br />Administrator Wright felt the best shot for Mr. Lyon <br />would be the City of Vero Beach or Vista as he doubted we <br />would be building a plant in the south county in a timely <br />manner. <br />Director Pinto pointed out that we know we are going to <br />have to move ahead to resolve the wastewater problems in the <br />county; so, if we can make any modifications to a plant to <br />eliminate a new plant from being built, he felt we must look <br />at that. He continued that if any connection is allowed to <br />either plant, it has to be looked at not only as an <br />improvement to add capacity, but as an improvement to <br />existing conditions so that it is not detrimental to anyone <br />living there. Mr. Pinto agreed a developer can go ahead and <br />build a plant, but the disadvantages of this are not only <br />the effect on their total site plan in regard to placement <br />of buildings and restriction of ground area, but the <br />possibility that in two years or so, the County may come <br />along and say now you must connect to the county system. <br />The only other option is no further development until the <br />county can supply the service. Mr. Pinto went on to discuss <br />the geography of the area from Kennedy Groves down to Oslo <br />Road, and felt it is very logical that these would go into <br />the Vista plants. He stated he would push for that if the <br />only alternative was for them to build their own plants. <br />Commissioner Lyons asked if Mr. Pinto is saying if Mr. <br />Lyon wishes to connect now, he should make a deal with Vista <br />Properties. <br />Mr. Pinto believed there has to be some engineering <br />done in cooperation with the County first to see whether the <br />facilities can be expanded. Mr. Lyon would have to tell us <br />how he expects to get into the system, and then we may have <br />
