Lyons, <br />FROM: vice Chairman REFERENCES: <br />Unless we get a reasonable formula for the allocation of costs <br />between the residents of the City of Vero Beach and the remaining <br />residents in the county for the cost of beach renourishment, we <br />will probably not get to the point of giving the public an <br />opportunity to make up its mind as to whether or not it wants <br />beach renourishment. I have heard numerous comments as to how <br />the costs should be allocated. However, I do not believe a <br />detailed benefit study has been made, and I do not believe a <br />thorough investigation of the contribution of various taxpayers <br />to the procurement and maintenance of beaches has been made. <br />Beaches are an important part of our economy and are also a part <br />of our heritage in this county. County beaches are not <br />independent of funding by the residents of the City of Vero Beach <br />and visa versa. Beaches are used without regard to place of <br />residence. The budgets for recreation involve the beaches. I <br />realize that there will be some independent gain by some of the <br />property owners on the beach as a result of renourishment. <br />However, the public also benefits. <br />I would like to see either the Beach Restoration Committee or a <br />separate committee give this matter of cost allocation its <br />immediate attention so that we may solve this problem in a way <br />that will make sense to most of the people prior to the time we <br />are faced with the problem of voting for funding. <br />REPORT ON MEETING OF BEACH RESTORATION AND PRESERVATION <br />COMMITTEE <br />The Board again discussed the need to give Congressman <br />Nelson an answer on the referendum issue re beach renourish- <br />ment as quickly as possible, and Chairman Scurlock reported <br />that he had told the Congressman that he would put this <br />matter on the agenda and also forward it to the City Council <br />for their reaction. <br />Commissioner Bird asked if the 30 day timetable of <br />Commissioner Wodtke's committee would throw this out of <br />whack for the Congressman, and Chairman Scurlock noted that <br />Congressman Nelson gave him the impression that he would <br />87-7 BOOK 5FAGS . <br />MAY 23 194 J <br />
