Keatin , P <br />Planning & Development Director <br />April 13, 1984 FILE: <br />COUNTY -INITIATED REQUEST <br />TO REDESIGNATE ERCIL- <br />DOUNE HEIGHTS S/D FROM <br />LD -1, LOW-DENSITY RESI- <br />DENTIAL 1,TO LD -2, LOW- <br />DENSITY RESIDENTIAL 2 <br />FROM: Ri�hard Shearer, AICP REFERENCES: Ercildoune CPA <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 23, 1984. <br />DESCRIPTION & CONDITIONS <br />Indian River County is initiating a request to amend the Land <br />Use Element of the Comprehensive Plan by redesignating <br />approximately 28.5 acres of Ercildoune Heights Subdivisions <br />from LD -1, Low -Density Residential 1 (up to 3 units/acre), to <br />LD -2, Low -Density Residential 2 (up to 6 units/acre). <br />On February 23, 1984, the Planning and Zoning Commission voted <br />4 -to -1 to recommend to the Board of County Commissioners that <br />Block F of Ercildoune Heights Subdivision No. 2 be redesignated <br />from LD -1 to LD -2. On April 11, 1984, the Board of County <br />Commissioners adopted Ordinance #84-19 which amended the <br />Comprehensive Plan by redesignating this block from LD -1 to <br />LD -2. In order toymaintain a consistent land use designation <br />for this area, the staff has initiated a request to redesignate <br />the remaining residential portions of the two Ercildoune <br />Heights Subdivisions. .. <br />On April 12, 1984, the Planning and Zoning Commission voted <br />4 -to -0 torecommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property currently contains about 40 single-family <br />residences., a doctor's office and approximately 30 vacant lots. <br />North and west of the subject property is the Sebastian River. <br />South of the subject property is Humana Hospital zoned R -3A, <br />Retirement District. Fast of the subject property is a beauty <br />shop, a motel, a restaurant, an auto parts store, a body shop, <br />a service station, a bowling alley, and vacant land, all zoned <br />C-1, Commercial District, and all fronting on U.S. #1 except <br />for five vacant lots in Block F. <br />19 <br />MAY 23 1984 Bou 57 PacE 136 <br />
