To avoid a spot designation and <br />to bring the other mobile home parks and subdivisions into <br />conformance with the plan, additional land around the subject <br />property should be considered for the MD-1 designation. <br />Transportation System <br />The subject property has direct access to 98th Street <br />(classified as a local street on the Thoroughfare Plan). The <br />maximum development of the site under the existing zoning and a <br />Comprehensive Plan amendment would generate 605 Average Annual <br />Daily Trips. If the property were left as LD -2 and rezoned <br />R-1, Single -Family District (up to 6.2 units/acre), the maximum <br />development of the site would generate 900 AADT. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive on the Comprehensive Plan. However, about seven (7) <br />acres of the subject property is in a flood -prone area. The <br />southwest corner of the subject property is in an "A Zone" <br />which means it is within the 100 year flood plain. Flood <br />elevations have not been determined. <br />Utilities <br />County water and wastewater facilities are not available for <br />the subject property. The applicants will be required to <br />enlarge the capacity of their existing water and wastewater <br />facilities in Breezy Village or establish new facilities. <br />RECOMMENDATION <br />Based on the above analysis, including -the Planning and Zoning <br />Commission's recommendation, staff recommends that the subject <br />property be redesignated MD -1, Medium -Density Residential 1. <br />In addition, staff recommends that additional land around the <br />subject property be redesignated as MD -1 to bring the <br />surrounding uses into conformance with the plan and to avoid a <br />spot designation. <br />property to Medium -Density Residential 1 and showed a slide <br />of an aerial view of the subject property. He felt that the applicant <br />would probably be putting in a road on the west side of the <br />existing mobile park area. <br />25 <br />
