subject property, across 27th Avenue, is designated as LD -1, <br />Low -Density Residential 1 (up to 3 units/acre). Based on the <br />LD -2 land use designation of the subject property and the R-1 <br />zoning of the land to the east, the R-1 zoning district seems <br />to be the most appropriate zoning district for the subject <br />property. <br />Transportation System <br />The subject property has direct access to 27th Avenue <br />(classified as a primary collector street on the County's <br />Thoroughfare Plan). The maximum development of the subject <br />property under the proposed R-1 zoning would generate 590 <br />Average Annual Daily Trips. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water and wastewater facilities are not available for <br />the subject property. However, County water is scheduled to be <br />available at the intersection of Oslo Road and 27th Avenue in <br />August. Developers of the subject property could pay .to extend <br />an eight -inch water main south from the intersection to provide <br />water for this area. <br />RECOMMENDATION <br />Based on the above analysis, particularly the LD-2,land use <br />designation of the subject property, the R-1 zoning to the <br />east, and the Planning and Zoning Commission's recommendation, <br />staff recommends that the subject property be rezoned to R-1, <br />Single -Family District. <br />Chief Planner Richard Shearer presented staff's <br />recommendation to rezone the subject property from <br />Commercial District to Single -Family District and explained <br />that the current land use designation is LD -2. <br />Chairman Scurlock opened the Public Hearing and asked <br />if anyone wished to be heard in this matter. <br />Darrell Fennell, attorney representing Mr. & Mrs. Dale <br />Knisely, property owners of a portion of the subject <br />property, stated his clients wish the subject property to <br />remain zoned commercial, as they feel that rezoning would <br />seriously affect the value of their property. In addition, <br />it would not allow the best and highest use of their <br />property. He pointed out that if this property is rezoned, <br />there is more C-1 property across the street which also <br />should be rezoned to Residential 1.
