The Board reviewed the following memo dated 5/14/84: <br />TO: The Honorable Members DATE: May 14, 1984 FILE; <br />of the Board of County <br />Commissioners <br />APPEAL OF THE PLANNING <br />AND ZONING COMMISSION'S <br />SUBJECT: APPROVAL OF HUTCHINSON <br />UTILITIES, INC.'S WASTE- <br />WATER TREATMENT PLANT <br />SITE PLAN APPROVAL REQUEST <br />FROM:Robert M. Keating, AICP FERENCES: Hutchinson Util. <br />Planning & Development Director DIS:RMK <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 23, 1984. <br />DESCRIPTION AND CONDITIONS: <br />In September of 1983, Thomas Vaughn, Director of Operations and <br />Security, submitted a major site plan application on behalf of <br />Hutchinson Utilities, Inc. That plan proposed the construction <br />of a 0.250 mgd wastewater treatment facility on a 1.3 acre site <br />situated between St. Edward's School and the Moorings. The <br />proposed facility is to replace the existing wastewater treat- <br />ment plant which has insufficient capacity to service its <br />franchise area and does not presently comply with DER regu- <br />lations. The existing facility is located to the west of the <br />proposed site. <br />Upon submittal of the site plan, the staff scheduled a meeting <br />with the applicant, representatives from St. Edwards School, <br />and representatives of the Moorings Property Owners Asso- <br />ciation; because of conflictF, this meeting was never held. <br />The staff then reviewed the site plan application and notified <br />the applicant of discrepancies with his ar,plication. Because <br />some of the discrepancies identified by the Planning Department <br />were significant (particularly those related to setbacks) and <br />would substantially affect the project, the applicant chose to <br />request a variance from certain provisions of the Zoning Code. <br />After having been scheduled for a hearing on the variance <br />application before the County's Board of Zoning Adjustment, the <br />applicant withdrew his variance request. <br />In March of 1984, the applicant submitted a revised site plan <br />which addressed all of the discrepancies identified by the <br />Planning Department in the initial submittal. After determin- <br />ing that the revised plan met all applicable County regu- <br />lations, the staff scheduled a meeting with the applicant and <br />representatives from St. Edwards School for April 3, 1984. <br />That meeting was held, and the legal counsel for St. Edwards <br />School outlined the school's objection to the proposed site <br />plan. Since the applicant had met all conditions necessary for <br />site plan approval and requested to be heard at the next <br />available meeting of the Planning and Zoning Commission, the <br />staff scheduled this item for action at the April 12, 1984 <br />meeting of the Commission.
