point in time where it will not be able to meet its mandated <br />responsibilities under the franchise granted by this Board. <br />He pointed out that the present plant which is also located <br />adjacent to the school does not meet requirements of the <br />Department of Environmental Resources, and this could result <br />in a moratorium on development. A new plant would have to <br />meet all state requirements. They can no longer afford the <br />luxury of waiting one more month before going ahead on this <br />necessary project. He agreed with staff's decision and that <br />of the the Planning & Zoning Commission who have made an <br />indepth study and spent months reviewing the situation. <br />This appeal is being taken on an issue which they feel would <br />be more properly addressed by the County's Utilities Dept. <br />because they have personnel with expertise in the matters of <br />aerosols, odors, etc. In regard to waiting until all <br />avenues are explored including the possibility of the City <br />providing service, he wished to read aloud a letter received <br />from the Mayor of Vero Beach dated 5/21/84.
