Commissioner Lyons asked if Vero Beach does agree to <br />take on some sewage treatment, wouldn't the present plant <br />pose more of a hazard? Wouldn't there still be a plant up <br />there, either a new one or the existing one, and isn't <br />effluent needed for the golf course? <br />Mr. Micale repeated that Hutchinson Utilities could no <br />longer afford delays and pointed out the complexities of <br />issues in regard to aerosols, odors, and noise. He <br />suggested that the Board rely upon the expertise of the <br />County Utility Dept. and the Dept. of Environmental <br />Regulations to resolve these issues, as the DER has the <br />authority to mandate whatever Hutchinson Utilities is <br />required to do to minimize or eliminate those problems. <br />Chairman Scurlock totally disagreed because he felt <br />that local government has the right and responsibility to <br />respond to specific problems of the community. <br />Commissioner Wodtke felt that the Utilities Dept. does <br />not have expertise re the question of aerosols, and he would <br />like to see representatives of Hutchinson Utilities and St. <br />Edward's School meet with the DER and bring back any further <br />data to the Board. <br />Mr. Aiello again stated their willingness to do <br />whatever is necessary to protect the community. He pointed <br />out that each side could call on several experts who might <br />not agree and we wouldn't be any further ahead. <br />Chairman Scurlock suggested that we send the matter <br />back to Planning & Zoning with the hope that it could be <br />resolved in 30 days or even before. <br />Burt Hamilton, a representative of the Board of <br />Directors of the Moorings Property Owners Association, <br />stated that once again Mr. Aiello has expressed his <br />willingness to work everyone to get the job done.
