JUN 6 1984 BOOK 57 F,-UE294 <br />DESCRIPTION & CONDITIONS <br />The applicant, Lucinda W. Eddy, is requesting to amend the Land <br />Use Element of the Comprehensive Plan by redesignating 4.4 <br />acres located on the east side of 27th (Emerson) Avenue and <br />north of the County line canal from LD -2, Low -Density <br />Residential 2 (up to 6 units/acre), to Commercial. <br />The applicant proposes to develop this site for commercial <br />uses. <br />On April 26, 1984, the Planning and Zoning Commission voted <br />3 -to -1 to recommend denial of this request. The Commission <br />felt that redesignating the subject property to Commercial was <br />premature. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property contains a single-family residence and a <br />mobile home. The west half of the property is zoned C-1, <br />Commercial District, and the east half is zoned R-1, <br />Single -Family District (up to 6.2 units/acre). North and east <br />of the subject property is a fish farm zoned A, Agricultural <br />District. Further north is a single-family residence and <br />vacant land in a C-1 zoning district. South of the subject <br />property, across the canal in St. Lucie County, is a single- <br />family subdivision and a nursery. West of the subject property <br />is the Pony Keg and a Zippy Mart in a C-1 zoning district. <br />Further west is a single-family subdivision in an R-1, Single - <br />Family District. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />lands north and east of it as LD -2, Low -Density Residential 2 <br />(up to 6 units/acre). The land west of the subject property, <br />across 27th Avenue, is designated as LD -1, Low -Density Residential <br />1 (up to 3 units/acre). The land south of the subject property <br />is in St. Lucie County. <br />The Land Use Element of the Comprehensive Plan discourages <br />strip commercial development along major streets such as 27th <br />Avenue, but encourages compact commercial development in <br />identified commercial nodes. Presently, there is scattered <br />commercial development along 27th Avenue between the South <br />Relief Canal and the County line. This two and three-quarter <br />(2 3/4) mile long corridor along 27th Avenue has been strip <br />zoned commercial for many years. Redesignating the subject <br />property Commercial will encourage further strip commercial <br />development along 27th Avenue which is contrary to the <br />objectives of the Comprehensive Plan. <br />Transportation System <br />The subject property has direct access to 27th Avenue <br />(classified as a primary collector street on the Thoroughfare <br />- -Plan).
