FF,- <br />JUN 61984 Boox 57 F': E 30® <br />anticipated to utilize most of the land within this corridor. <br />While the subject property and the land immediately adjacent to <br />it are zoned C-lA, this does not appear to be an appropriate <br />zoning classification for this area. <br />On April 6, 1983, the Board of County Commissioners approved a <br />request to rezone 17.1 acres located south of the subject <br />property from C-lA to C-1, Commercial District to allow <br />contractor's offices and general commercial uses. That request <br />was approved before the C-2 district was created. <br />Based on the existing land use pattern in this area, which <br />includes wholesaling and warehousing which are not permitted in <br />C-1 or C-lA zoning districts, but are allowed in C-2 districts, <br />the proposed C-2 zoning of the subject property seems <br />appropriate. In addition, other lands around the subject <br />property should be considered for rezoning to C-2. <br />Transportation Svstem <br />The subject property has direct access to 4th Street <br />(classified as a secondary collector on the Thoroughfare Plan). <br />The maximum development of the subject property under a <br />rezoning to C-2 would attract 32 average annual daily trips <br />(AADT). Under the existing C-lA zoning, the maximum <br />development of the subject property could attract up to 600 <br />AADT. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood hazard area. <br />Utilities <br />County water facilities are available in this area. No County <br />wastewater facilities are available. <br />RECOMMENDATION <br />Based on the above analysis, particularly the existing land use <br />pattern and the Planning and Zoning Commission's recommenda- <br />tion, staff recommends approval. In addition, staff recommends <br />that the County initiate a rezoning to C-2 for the land <br />adjacent to the subject property to maintain a consistent <br />zoning pattern and to alleviate the nonconforming use status of <br />the wholesale and warehouse facilities in the area. <br />Mr. Shearer reported that the applicant talked to staff <br />about an appropriate zoning, and staff felt C-2 would be <br />preferable to M-1 in this area considering the surrounding <br />uses. Staff felt the C-2 should cover a large area and <br />therefore, recommended that additional area be rezoned. The <br />Planning & Zoning Commission voted approval of the Blanchard <br />request and then on May 24th voted to recommend approval for <br />. rezoning 29 acres in this same area to C-2 as they felt this <br />would give the area a more consistent land pattern. <br />M <br />
