1 <br />JUN 6 1984 BOOK 57 FACE •�� 1�:, <br />TO: BATE: - FILE: <br />The Honorable Members May 1, 1984 <br />of the Board of <br />County Commissioners - <br />COUNTY -INITIATED <br />REQUEST TO REZONE 70.4 <br />DIVISION HEAD CONCURRENCFSUB.JECT: ACRES FROM C-1, COM- <br />MERCIAL DISTRICT, TO <br />R-1, SINGLE-FAMILY <br />Robert M..Keat ng, ICP DISTRICT <br />Planning & Development Director <br />FROM: K5.- REFERENCES: <br />Richard Shearer, AICP Co.Int. 70.4 Ac. <br />Chief, Long -Range Planning RICH2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting .of June 6, 1984. <br />DESCRIPTION & CONDITIONS <br />The County is initiating a request to rezone 70.4 acres located <br />on the north side of Wabasso Road between Kings Highway (58th <br />Avenue) and 66th Avenue from C-1, Commercial District, to R-1, <br />Single -Family District (up to 6.2 units/acre). <br />This request was initiated because a home owner within the <br />subject property was unable to get a building permit to build <br />an addition to her house because it is a nonconforming use in <br />the C-1 zoning district. <br />On April 26, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property currently consists of undeveloped land, <br />single-family residences, churches, a grocery store, some <br />vacant transient worker quarters, and a citrus grove. North of <br />the subject property are single-family homes, a church and <br />vacant land in an R-3, Multiple -Dwelling District (up to 15 <br />units/acre). East of the subject property is.a vacant <br />commercial building, vacant land, and a house in a C-1 <br />district. Further east is a flea market, the Franklin Dale <br />Company, and residences in an M-1, Restricted Industrial <br />District. South of the subject property are single-family <br />residences and duplexes in R-1, R-2, and C-1 zoning districts, <br />and commercial buildings in a C-1 district. West of the <br />subject property is undeveloped land. <br />Future Land Use Pattern <br />"The Comprehensive Plan designates the subject property and <br />all of the property north, east, and west of it as LD -2, Low - <br />Density Residential 2 (up to 6 units/acre). The land south of <br />the subject property, across Wabasso Road, is designated as <br />42 <br />
