To establish the development review committee, only a proce- <br />dural change would be necessary. Revision of the minor site <br />plan definition and implementation of the system of adminis- <br />tratively approving minor site plans, however, would necessi- <br />tate amending the Zoning Code. Presently, all multi -family <br />uses are listed as special exceptions in the Zoning Code, and <br />specialvexception uses require Planning and Zoning Commission <br />approval. Both that provision of the Zoning Code and the <br />section of code defining minor site plans would need to be <br />amended to implement the system. <br />RECOMMENDATION: <br />The staff .recommends that the Board of County Commissioners <br />approve the proposed changes to the site plan review process. <br />The staff also recommends that the Board direct the staff to <br />establish a technical review committee and to initiate Zoning <br />Code amendments providing for the administrative approval of <br />minor site plans and for the revision of the minor site plan <br />definition. <br />Administrator Wright reported that staff has agonized <br />over procedures to speed up the site plan process for some <br />time, and from an administrative level, he wished to assure <br />the Board that staff considers site plan review to be one of <br />the most important considerations of their processing. <br />Chairman Scurlock emphasized that in the various <br />meetings with members of the Planning & Zoning Commission <br />and staff members, it was made plain that our key concern <br />was not only to streamline the process, but to maintain its <br />integrity. <br />Carolyn Eggert, Chairman of the Planning & Zoning <br />Commission, believed that staff takes care of these minor <br />site plans very well and that it is not necessary for them <br />to go through such a lengthy process. Mrs. Eggert did wish <br />to make it clear that this is not something they are looking <br />at lightly and staff will keep the Planning & Zoning <br />Commission well informed so that if there is any difference <br />of feeling, these plans can be brought back to the Commis- <br />sion immediately. Mrs. Eggert did feel the recommended <br />changes are a good first step in speeding up the site plan <br />review process. <br />Commissioner Wodtke noted that the proposed technical <br />review committee specifically names the chairman of the <br />51 <br />JUN 619BOOK 57 PAGE313 <br />84 <br />
