At the time COUNTY provides <br />service to the area, CITY shall transfer by appropriate <br />instrument all said improvements at no charge. All <br />disconnections/restoration costs to effect the transfer from <br />the CITY system shall be at other than CITY expense." <br />Attorney Brandenburg stated that up to this point the <br />people that have been wanting to develop in that area have <br />been bounced back and forth from the City and the County. <br />After the County enters into this agreement, they will have <br />to deal with the City, and Chairman Scurlock believed that <br />if there is a "no", it will be very clear where the "no" is <br />coming from, because in the past the County has been accused <br />of wearing the black hat. <br />ON MOTION by Commissioner Lyons, <br />SECONDED by Commissioner Bird, the Board <br />unanimously (4-0) approved the Temporary <br />Wastewater Capacity Transfer Agreement with <br />the City of Vero Beach, with the changes as noted <br />by the County Attorney; and authorized the <br />Chairman's signature. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Bird, that the Board <br />adopt a policy not to enter into future tripartite <br />agreements with the City of Vero Beach in <br />connection with sewer and water, but to follow the <br />W <br />
